§ 32.03 DUTIES AND RESPONSIBILITIES OF THE FIRE CHIEF.
   The duties and responsibilities of the Fire Chief shall include, but not necessarily be limited to, the following:
   (A)   Acting as the Chief Executive Officer for the Department and being held accountable to the Town Manager and Board of Aldermen for the supervision and oversight of the department.
   (B)   Being held responsible to the Town Manager and Board of Aldermen for the promulgation of orders, regulations, and policies made or given by or through the Town Manager relating to the Fire Chief's duties and those of his department.
   (C)   Conferring with and being advised by the Town Manager on all important matters not otherwise provided for in the regulations, policies and ordinances.
   (D)   Performing all duties as required by the North Carolina General Statutes, the Town Charter, the code of ordinances, and the policies developed for the Fire Department by the town.
   (E)   Controlling and being responsible for all actions of the Fire Department and its employees, both full-time and volunteer.
   (F)   Establishing and maintaining policies for recruitment and selection of volunteer members of the Fire Department, such policies to be consistent with existing recruitment policies of the town.
   (G)   Inspecting, on a regular basis, the equipment of the Fire Department.
   (H)   Supervising the fighting and extinguishing of all fires.
   (I)   Exercising authority at all fire scenes to ensure that fires are expediently extinguished and that persons inhibiting the fire fighting function do not interfere.
   (J)   Causing all fire hydrants to be inspected at least once every six months and report to the Town Manager the results of the inspections.
   (K)   Ensuring that complete and accurate records regarding all departmental activity are maintained.
   (L)   Assuming the duties of the Fire Prevention Officer.
   (M)   Investigating, or causing the investigation of, all fires occurring within the town in an effort to ascertain the cause of each fire.
   (N)   Developing and maintaining an appropriate recruitment and training program for the department.
   (O)   Coordinating the fire inspection program for the town.
   (P)   Serving as emergency preparedness coordinator.
