§ 114.10 REVOCATION OF VEHICLE FOR HIRE LICENSE; NOTICE AND HEARING.
   (A)   Upon the refusal to issue or the decision to revoke a vehicle for hire license, the Town Manager shall give the applicant or the licensee written notice of the grounds for the refusal or revocation. The applicant or licensee may, within ten days after the day on which notice is served, request in writing a conference with the Town Manager to discuss the refusal or revocation. The request shall specify the reasons why the license should be issued or should not be revoked. The Town Manager shall arrange the conference within a reasonable time.
   (B)   If the applicant or licensee fails to request a conference within ten days after the day on which notice is served, the Town Manager shall revoke the license or the refusal to issue shall stand.
   (C)   If the Town Manager refuses to issue a vehicle for hire license, or revokes a license, the applicant, or former licensee, may apply for a new license at any time thereafter if the reason for which the license was refused or revoked no longer exists, and if no other reason exists for refusing to issue a license.
