The Board of Aldermen shall not issue a license to any person:
(A) Who has been convicted of unlawfully selling intoxicating liquors within the last five years;
(B) Who has received a conviction for any violation of any provision of this chapter;
(C) Who has been convicted of unlawfully selling narcotic drugs.
