No pier shall be provided with public water unless it has installed by the owner of such pier a device for cutting off the public water supply to such pier. Such cutoff device shall be installed on property owned by the pier owner and shall be installed in accordance with regulations promulgated by the Department of Public Works. The owner of any pier having a supply of public water for which no cutoff device currently exists shall comply with the provisions of this section on or before April 1, 1998. Any owner failing to comply with the provisions of this section shall have the public water supply to that owner's pier terminated.
