(A) The delivery of all effluent from a user to the public sanitary sewer shall be at a reasonable and uniform discharge rate, as produced without storage, except that which is necessary in the pretreatment or equalization facilities of the waste producer.
(B) Wastes will be accepted which have satisfactory conditions or quality after pretreatment by the industrial user in a pretreatment facility or by a process which has been approved by the Director of Public Works, is continuously maintained and operated by the producer at no cost to the town, and is continuously subject to inspection by the Director or his designated representative.
