In the event an industrial user authorized to connect to the wastewater system for industrial waste disposal under the provisions hereof is sold, leased, or its ownership is otherwise changed or the industrial operation thereof is operated by a person other than that named in the permit, a new application for a waste discharge permit shall be made by the new owner. No permit issued under the provisions hereof shall be assignable to any other person.
