All persons whose plants, buildings, or premises are connected to the public sanitary sewer from and after the effective date of this chapter, who may be subject to the provisions herein, and who have not heretofore obtained an industrial waste discharge permit, shall have 30 calendar days after notification within which to make application to the town for a permit as required.
