All excavations for building sewer installations within the public right-of-way shall be performed by Public Works personnel or under permit issued by the Director of Public Works, and shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, plazas, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the town, subject to the terms and conditions of the permit.
