The following exceptions to the restrictions set forth in § 74.46 shall apply:
(A) Such restrictions shall not be in effect until 1:00 p.m. on Sundays.
(B) Such restrictions shall not be in effect during special events authorized by the Board of Aldermen.
(C) Such restrictions shall not apply to vehicles engaged in maintenance or construction activities approved by the Town Manager or his or her designee.
(D) Such restrictions shall not apply to vehicles owed by the town, county, state or public utility companies or their designated agents during periods of maintenance, inspection, repair or construction activities conducted by such entities.
