(A) Purpose.
(1) It is in the best interest of the Town of Wrightsville Beach to reduce vehicular congestion on residential streets located on Harbor Island and to facilitate the efficient movement of traffic on such streets by providing for residential parking preference during certain hours of the day and months of the year.
(2) Creation of a residential parking district on Harbor Island is necessary to promote the health, safety and welfare of the residents of the Town of Wrightsville Beach by providing adequate parking spaces for residents adjacent to or close by their place of residence.
(3) It is in the public interest to reduce hazardous traffic conditions resulting from the use of streets located within congested residential areas for the parking of vehicles by persons using such residential areas to gain access to other places; to protect those areas from unreasonable burdens in gaining access to their residences; to preserve the character of those areas as residential districts; to promote efficiency in the maintenance of those streets in a clean and safe condition; to preserve the value of the property in those areas; to preserve the safety of children and other pedestrians and to promote traffic safety, clean air and the comfort, health, convenience and welfare of the inhabitants of the town.
(B) Designation of area. A Residential Parking District is hereby established on those streets located on Harbor Island and described below which will limit on-street parking to those vehicles displaying a residential parking pass during the period specified in § 74.46. The following streets on Harbor Island are located within the Residential Parking District:
(1) Auditorium Circle;
(2) Coral Drive;
(3) Cypress Avenue;
(4) Fifth Avenue;
(5) First Avenue;
(6) Fourth Avenue;
(7) Island Drive;
(8) Jasmine Court;
(9) Jasmine Place;
(10) Lindy Lane;
(11) Live Oak Drive;
(12) Myrtle Court;
(13) North Channel Drive;
(14) Point Place;
(15) Second Avenue;
(16) Shore Drive;
(17) Sixth Avenue;
(18) South Channel Drive;
(19) Third Avenue;
(20) Trent Court;
(21) Pelican Drive.
