Upon declaration of a state of emergency as set forth in Chapter 93 of this Code, the town shall have the authority to direct any person having public water supply to a pier to shut off such public water supply to such pier. In such event, the public water supply to such pier shall remain shut off until authority is granted by the town to restore public water to the pier.
