The Director of the Department of Public Works shall have overall supervision of the entire water and sewer system under the general direction of the Board of Aldermen. The Board may from time to time prescribe the duties and responsibilities of the Director. The Director and the Superintendent of the water and sewer division at all reasonable hours shall have free access to all premises for the purpose of examining hydrants, fixtures, or connections on which town water pressure is maintained. The Fire Department personnel shall have free access to fire hydrants at all times.
