Any person violating any provision of this chapter, or any person who shall have broken, damaged, destroyed, uncovered, defaced, or tampered with any structure, appurtenance, or equipment which is part of the wastewater collection system or the wastewater treatment facilities, shall be liable to the town for any expense, loss, or damage suffered by the town by reason of such violation including, but not limited to, the costs of investigation; expert fees, tests, and analyses; and reasonable attorneys' fees. If such violation results in the town's making a disconnection of a building sewer from a public sewer pursuant to this chapter, the person shall further be liable to the town for all expense to the town in making such disconnection.
