(A) Every person having complied with the provisions of this chapter and obtained a license, as provided for in § 114.02, shall operate such vehicle for hire in such businesses with reasonable regularity. Every owner shall have a telephone number listed or to be listed in a Wilmington telephone directory.
(B) Every owner who fails to operate the same as herein provided over any period of 30 days shall be given ten days’ notice to appear before the Town Manager to show cause why such license should not be revoked. If, upon such hearing, it shall appear that such vehicle for hire is not being operated at least three days per week, the Town Manager is authorized to revoke such license. Upon revocation of a license, the Town Manager may issue said license to a different owner in accordance with the requirements of this chapter.
