§ 114.13 ESTABLISHMENT OF TAXI STANDS.
   (A)   A taxi stand is hereby established on the east side of South Lumina Avenue beginning at the intersection of the eastern line of South Lumina Avenue with the southern line of Stone Street and extending southwardly for a distance of 124 feet.
      (1)   The northernmost 69 feet of the taxi stand referred to in division (A) above has been further designated as a vehicle loading and unloading zone during the hours of 6:00 a.m. to 6:00 p.m. under the provisions of Chapter 76. The area so designated as a vehicle loading and unloading zone shall be used exclusively for that purpose during the hours of 6:00 a.m. to 6:00 p.m. and shall be used exclusively as a taxi stand during the hours of 6:00 p.m. to 6:00 a.m.
      (2)   The southern portion of the designated taxi stand consists of three marked and metered parking spaces. These three spaces shall be used exclusively as general/metered parking for the public during the hours of 6:00 a.m. to 6:00 p.m. and shall be used exclusively as a taxi stand during the hours of 6:00 p.m. to 6:00 a.m.
      (3)   Drivers of taxicabs or other vehicles for hire are prohibited from blocking any driveway or property access that is located in the designated taxi stand.
   (B)   A taxi stand is hereby established on the east side of North Lumina Avenue beginning at the intersection of the eastern line of North Lumina Avenue with the northern line of Birmingham Street extending in a northerly direction to the intersection of the eastern line of North Lumina Avenue with the southern line of East Columbia Street.
      (1)   The southernmost 78 feet of this designated taxi stand has been further designated as a loading and unloading zone during the hours of 6:00 a.m. to 6:00 p.m. under the provisions of Chapter 76. The area so designated as a vehicle loading and unloading zone shall be used exclusively for that purpose during the hours 6:00 a.m. to 6:00 p.m. and shall be used exclusively as a taxi stand during the hours of 6:00 p.m. to 6:00 a.m.
      (2)   The northern portion of the designated taxi stand consists of two marked and metered parking spaces. These two spaces shall be used exclusively as general/metered parking for the public during the hours of 6:00 a.m. to 6:00 p.m. and shall be used exclusively as a taxi stand during the hours of 6:00 p.m. to 6:00 a.m.
   (C)   A taxi stand is hereby established on the west side of North Lumina Avenue beginning at the intersection of the western line of North Lumina Avenue with the southern line of Columbia Street and extending southwardly for a distance of 164 feet. This designated taxi stand consists of seven marked and metered parking spaces. These seven spaces shall be used exclusively as general/metered parking for the public during the hours of 6:00 a.m. to 6:00 p.m. except from 6:00 p.m. Friday until 6:00 p.m. Sunday and at any time on the legal holidays of Memorial Day, Independence Day and Labor Day when these spaces shall be used exclusively as a fire safety lane. During the hours of 6:00 p.m. to 6:00 a.m., these seven spaces may be used as a taxi stand on the condition that during the time that such spaces are used as a fire safety lane, drivers of taxi cabs must remain in their cabs at all times and shall immediately vacate the fire safety lane for emergency vehicles.
   (D)   Drivers of taxicabs using this taxi stand established by this section may utilize any space within the taxi stand to pick up or drop off passengers.
   (E)   Within the Central Business District as defined in this chapter, drivers of taxi cabs may only pick up or drop off passengers within the designated taxi stands established by this chapter. Provided, that this prohibition shall not apply in those circumstances where a taxi cab is responding to a call to pick up a passenger at a specific residential structure located within the Central Business District.
