In considering whether to grant one or more additional franchises, the town shall consider granting such additional franchise on a competitively neutral basis with terms that, when taken, as a whole are no less burdensome than any current franchise(s). The purpose of this section is to ensure that any competition which may occur among grantees will be on terms which when taken as a whole are nondiscriminatory according to federal law.
