(A) Unauthorized dumping. It shall be a violation of this chapter for any person to dispose of solid waste within the county at any place except at a site or facility authorized by this chapter.
(B) Unlicensed open dumps.
(1) It shall be a violation of this chapter for any person to operate an open dump.
(2) Waste placed in open dumps or illegally disposed of shall be collected and transported to a licensed solid waste facility for proper disposal. A receipt or other documentation approved by the department which indicates satisfactory and legal disposal of the subject solid waste shall be submitted to the department no later than 14 days after disposal.
