Non-licensed facilities in existence on the effective date of this chapter shall be reported to the department and conform to the provisions of this chapter. A record, including a map location of any area used for land disposal, shall be filed at the office of the County Recorder and the department. Non-licensed operations shall be terminated within one year of the effective date of this chapter except as authorized by the department, or brought into compliance with this chapter.
