An ordinance establishing standards and procedures governing solid waste management; establishing solid waste management charges and programs; requiring licenses and license fees; assure that all individuals are both informed and responsible for their actions regarding solid waste; establishing penalties for lack of compliance; all in order to promote the health, welfare and safety of the public, and to protect the environment. This chapter is enacted pursuant to M.S. Ch. 400, 145A, 115, 115A, 375, 561, 609.74, and 116, as they may be amended from time to time.
