Upon the request of the County Feedlot Administrator, the applicant, permittee or any other person shall allow access at any reasonable time to the affected premises for the purposes of administering and enforcing this chapter. Refusal to allow reasonable access to the County Feedlot Administrator shall be deemed a violation of this chapter, whether or not any other specific violations are cited.
