The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
ANNUAL UTILITY REVENUE. The estimated annual expenditures by the City of Worthington for planning and inventories, capital expenditures, personnel and equipment and operation of the storm water utility, in accordance with established city policy.
STORM WATER UTILITY FEE. The annual charge developed for each parcel of land.
UTILITY FACTOR. The ratio of runoff volume, in inches, for a particular land use, to the runoff volume, in inches for an average residential unit, assuming a two-inch rainfall and Natural Resources Conservation Services ("NRCS") "Type C" soil conditions.
