Prior to the granting of the license, the applicant must demonstrate that adequate parking is available at the location of the dance, that the location is safe and accessible, that it complies will all city zoning ordinances, that it is properly ventilated and equipped with necessary toilets, washrooms, and lighting facilities, and that the applicant is capable of maintaining order at the site. This information shall also be provided to the City Clerk before a license shall be issued. No license shall be granted by the City Council for a place having so-called private apartments or private rooms furnished or used for any purposes other than a legitimate business purpose which adjoins such dancing place or which may be reached by stairs, elevators, or passageways leading from such dancing place.
