No person, partnership, or corporation shall operate a public dancing place or conduct a public dance in the City of Worthington without first obtaining a license from the city. No license shall be issued to any applicant under the age of 18 years. Notwithstanding the forgoing, no license shall be required to be obtained under this chapter if the public dance would take place on the campus or in the facilities of a bona fide elementary or secondary school, vocational or trade school, college or university, or similar educational institution.
