(A) The occupant of any building or premises where a utility meter is located shall see that the meter is kept and remains free from obstructions around the same and is conveniently accessible at all times for the purpose of reading, inspecting or repairing. Utilities may be disconnected from any meter that shall not be so kept and shall not be reconnected until this section is complied with and the costs of disconnection and reconnections are paid. Any meter which may become frozen or damaged through the negligence of the property owner or the consumer shall be repaired by the city, and the owner or consumer shall pay the city the total cost of such repair. (B) It is unlawful for any person to "jumper" or by any means or device fully or partially circumvent a utility meter, or to knowingly use or consume unmetered municipal electricity or water. ('69 Code, § 3.06, Subd. 10)
