No person under the age of 18 years shall sell or pawn any secondhand goods to any licensee, nor shall any licensee receive any goods from a person under the age of 18 years, unless the person is accompanied by the person's parent or guardian who is identified by an identification card containing a picture of the parent or guardian and the parent's or guardian's address.
