A petty cash fund is hereby established. Such fund shall be under the direction of the City Clerk who is authorized to pay therefrom miscellaneous small items of expense, including postage, freight, wages of casual labor and other similar items. The City Clerk shall keep a detailed account of all such expenditures. The amount to be maintained in such fund shall be established, budgeted and appropriated by the Council.
