§ 94.19 SURFACE IMPROVEMENTS.
   Surface improvements shall include grading, regrading, base construction and reconstruction, curb and gutter construction and reconstruction, base surfacing and resurfacing, surface reconstruction, ornamental street lighting, and sidewalks. (Ord. 636, eff. 6-22-81)
   (A)   Standards. In all streets, prior to street construction and surfacing or prior to resurfacing, all utilities and utility service lines (including sanitary sewers, water lines, gas and electric service) shall be installed to serve each known or assumed building location. No surface improvements to less than both sides of a full block of street shall be approved except necessary to complete the improvement of a block which has previously been partially completed. Concrete curbing or curb and gutter shall be installed at the same time as street surfacing, except that where a permanent "rural" street design is approved by the City Council, curbs will not be required.
      (1)   Arterial streets. Arterial streets shall be of "9 ton" design, of adequate width to accommodate projected traffic volumes. Arterial streets shall be resurfaced at or near their expected service age, dependent upon existing conditions.
      (2)   Collector streets. Collector streets (including commercial and industrial access streets) shall be of "9 ton" design, and shall normally be 44 feet in width measured between faces of curbs. Wherever feasible, a boulevard at least five feet in width shall be provided, measured from the street face of the curb to the street face of the sidewalk. Collector streets shall be resurfaced at or near their expected service age or at such time as the Council determines it is necessary to raise the structural value of the streets.
      (3)   Residential streets. Residential streets shall be of "5 ton" design, 36 feet in width, measured between faces of curbs. Residential streets shall be resurfaced at or near their expected service age, dependent upon existing conditions.
      (4)   Alleys. Alleys, in residential areas, shall be of "5 ton" design. In commercial or industrial service areas, alleys shall be constructed to a "9 ton" design. Alleys shall be resurfaced at or near their expected service age, dependent upon existing conditions.
      (5)   Ornamental street lighting. Ornamental street lighting, when installed, shall be installed in accordance with the most recent standards as established by the Illuminating Engineer's Society.
      (6)   Sidewalks. Sidewalks will be required on both sides of arterial streets, collector streets, designated school walkway routes, and other locations as the Council may deem necessary. They shall be five feet in width unless otherwise approved or ordered by the Council.
   (B)   Assessment formula for surface improvements. The assessments to be levied against properties within the benefitted areas shall be distributed to those properties on the basis of the following provisions:
      (1)   The "assessment rate" to be applied against each individual property shall be equal to the "assessable cost" of the project divided by the total number of assessable units benefitted by the improvement.
      (2)   The assessable unit to be used for all surface improvements, unless otherwise specified by the Council, shall be the "adjusted frontage" of the property.
      (3)   The entire cost of the improvement shall be assessable against properties within the subdivision served with the exception that in a residential area, the "city cost" shall be equal to the increased cost for constructing a street to arterial or collector design standards in lieu of to residential design standards. Provided, also, that in commercial or industrial subdivisions, the increased cost of constructing a street to arterial design standards in lieu of to the collector design standards required to serve such subdivision will be assumed as "city cost."
      (4)   On municipal state aid improvement projects, assessments shall be levied against those properties where improvements of the type constructed have not previously existed. The assessment rates for such improvements shall be equal to those charged to similar properties on projects which are constructed under the regular improvement program.
      (5)   Surface, base, curb, and gutter reconstruction.
         (a)   Design life for all streets shall be deemed to be 20 years, except that the design life for concrete streets functioning primarily as residential streets shall be deemed to be 30 years.
         (b)   When a street requires reconstruction or regrading before obtaining its design life, the same percentage of the assessable cost of the project shall be assessable against benefitted properties as the percentage of the design life which was obtained.
         (c)   City cost of a reconstruction or regrading project shall include the cost of reconstructing or regrading the center 24 feet of any street for which costs of the original construction and grading were assessed against benefitted property. City cost shall not, however, include any portion of the cost of alley construction.
