Public improvement projects may be initiated by petition of affected property owners. Such petitions will be received by the Council until the last day of October of each year. Petitions for public improvements submitted after that date will be received and acted upon during that year only by special consent of the Council, or will be received and considered the following year. Public improvements may also be initiated by the Council when, in its judgment, such action is required.
