§ 94.01 OBSTRUCTIONS, FIRES, AND DUMPING IN STREETS.
   (A)   Obstructions. No person shall place or deposit any fence or other obstruction upon any street without first having obtained a written permit to do so from the City Clerk, and then only in compliance in all respects with the terms and conditions of such permit, and taking precautionary measures for the protection of the public.
   (B)   Fires. It is a misdemeanor for any person to build or maintain a fire upon a roadway.
   (C)   Dumping in streets. It is a misdemeanor for any person to throw or deposit in any street or any other public place any nails, dirt, glass, tin cans, metal scraps, garbage, shreds or rubbish, snow, or to empty any water containing salt or other injurious chemical thereon. The city may order cleaning, grading, or other required maintenance if the material is not promptly removed upon written and/or verbal notice to the resident of the abutting property. The city shall keep record of the cost of such maintenance and shall assign the cost for said maintenance against the abutting property. Said cost shall be billed to the abutting property owner and if the cost is not paid the cost shall be certified with the County Auditor for collection as other special assessments are certified and collected. Snow from public sidewalks may be placed in the street as close to the curb as possible upon approval from the Department of Public Works, provided that there is no accessible storage area adjacent to the sidewalk.
