§ 30.04 WARDS AND PRECINCTS.
   (A)   Ward and precinct map. The city is hereby divided into wards and precincts as shown on the wards and precincts map. The wards and precinct map together with all explanatory matter thereon is hereby adopted by reference and declared to be a part of this chapter.
   (B)   Signature and seal. The wards and precinct map shall be identified by the signature of the Mayor attested by the City Clerk and bearing the seal of the city under the following words: "This is to certify that this is the official wards and precinct map of the City of Worthington, Minnesota."
   (C)   Changes in map. When, in accordance with the provisions of this chapter, changes are made in ward or precinct boundaries, such changes shall be made on the wards and precinct map promptly after the amendment has been approved by the City Council. The City Administrator or his or her designee shall make such changes.
   (D)   Unauthorized change. Any unauthorized change by any person shall be considered a violation of this chapter and punishable as provided in § 10.99.
   (E)   Final authority. Regardless of the existence of purported copies of the wards and precinct map, which may be published, the official wards and precinct map shall be the final authority of the current ward and precinct boundary status and shall be located in the office of the City Clerk.
   (F)   Boundary interpretation. Where uncertainty exists with respect to the boundaries of any wards or precincts as shown on the wards and precinct map, the following rules shall apply:
      (1)   Where wards and precinct boundaries are indicated as following the center lines of streets or highways, such center lanes shall be construed to be such boundaries.
      (2)   Where the boundary of a ward and precinct follows a water line or railroad line, such boundary shall be deemed to be located at the shore line of the water body and midway between the tracks of the main railroad line.
   (G)   Administrator to interpret. Where physical features existing on the ground are at variance with those shown on the wards and precinct map, or in other circumstances not covered above, the City Administrator shall interpret the ward and precinct boundaries.
