It is unlawful for any person who is under the influence of intoxicating liquor, narcotics or barbiturates to operate, propel or be in actual physical control of any boat or personal watercraft. It is unlawful for the owner or any person having control of a boat or personal watercraft to knowingly authorize or permit the same to be propelled or operated by a person who is under the influence of intoxicating liquor, narcotics or barbiturates.
