Regular meetings of the Council shall be held on the second and fourth Monday of each month at 5:30 p.m. in the Council Chambers of the City Hall. Special meetings of the Council may be called by the Mayor or any two members of the Council upon at least 72 hours’ notice to each member of the Council. Such notice shall be in writing and delivered personally to each member or left at his or her usual place of residence with some responsible person. Provided, however, that notice of a special meeting may be waived when a written waiver of notice has been signed by all members of the Council and provided further that such written waiver contains a general listing of all items of business to be transacted at such meeting.
