§ 154.08 VARIANCES.
   (A)   General. The Planning Commission may recommend that the City Council may grant a variance from the strict compliance with the subdivision regulations contained in this chapter when it finds that the conditions found in § 155.219(C) are present.
   (B)   Conditions. In approving variances, the Planning Commission may suggest, and the Council may require such conditions as shall, in its judgement, secure substantially the objectives of the standards or requirements of these regulations.
   (C)   Procedures. A request for any variances shall be submitted in writing by the subdivider at the time when the preliminary plat is filed for the consideration of the Planning Commission. The petition shall state fully the grounds for the variance and all of the facts relied upon by the petitioner.
