§ 154.06 FLOOD PLAIN CONSIDERATIONS.
   (A)   Subdivisions. No land shall be subdivided which is held unsuitable by the city by reason of flooding, inadequate drainage or inadequate water supply or sewage treatment facilities. All lots contained within the flood hazard districts shall contain a building site at or above the flood protection elevation. All subdivisions shall have access and water and sewage disposal facilities that comply with the provisions of this title. All subdivisions shall have road access both to the subdivision and to the individual building sites no lower than one foot below the regulatory flood protection elevation.
   (B)   Public utilities. All public utilities and facilities, such as gas, electrical, sewer, and water supply systems to be located in the flood plain districts shall be designed and constructed in a manner to minimize or eliminate flood damage. Sewer and water supply systems shall be designed to minimize infiltration by flood waters.
