Nothing in this chapter shall be deemed to abolish or impair existing remedies of the city under any of the provisions of this code in existence on the date of enactment of this chapter. Any conflicts between this chapter and other provisions of the code will be resolved by enforcement of the provision most favorable to the expressed intent of this chapter as set forth in § 98.01.
