Any regular municipal water customer with unique fire protection requirements, as determined by the city, may connect the street mains with hydrants, large pipes and house couplings for use in case of fire only and free of charge for such use but at their own installation expense, provided that at least one standard fire hose connection is placed on the exterior of the building.
