All ordinance violations that involve the violation of an ordinance prohibiting or restricting any act or omission harmful to land, air, or water, or which govern the use of public ways or the standing or parking of vehicles may be enforced through an administrative hearing before the Board. Such a hearing can be dispensed with upon the charged person’s entering an admission and payment to the Violations Clerk the amount of the fine prescribed by ordinance.
