If at any time it is determined by the Council members that the encroachment structure has been detrimental to the health, safety, or welfare of the community or the surrounding property, interferes with access to any public place, or in a public works project or development required removal of the encroachment, the encroachment permit granted hereunder shall be revoked by the Council members of the town upon providing the permittee 30 days notice thereof.
