For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
ENCROACHMENT STRUCTURES. Any power pole, pole line, pipe, pipeline, fence, billboard, stand, building, porch, or any other object or structure which is placed in, upon, under, or over any portion of any public street, public alley, public highway, or other public property.
