The provisions of this subchapter shall not apply to the following:
(A) Officers or employees of the town, county, state, or federal government, or any subdivision thereof, when on official business;
(B) Students of elementary and high schools of the town or county when the solicitation is sponsored by said school; or
(C) Candidates running for political office.
