Only valid licensed drivers, 16 years of age or older, who are issued a driver’s license from the Indiana Bureau of Motor Vehicles may operate a golf cart on public streets and alleyways within the jurisdiction of the town; provided, however, this provision shall not apply to adults who do not possess a valid driver’s license due to age, disability, or other mental or physical condition.
