§ 30.04  COUNCIL CHAIR.
   The President shall take the chair at the hour appointed for the meeting and shall immediately call the Town Council to order and may order and compel the attendance of absent members and, upon the appearance of a quorum, shall cause the minutes of last meeting to be read for the approval or modification of said Town Council.
