SCHEDULE I.  SPEED LIMITS.
   (A)   State law applicable. The state traffic laws regulating the speed of vehicles shall be applicable upon those portions of streets within this town which are a part of the state highway system. It shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared in this schedule when signs are in place giving notice thereof.
   (B)   Within city limits. Unless otherwise marked, it shall be unlawful for any person to operate any motor vehicle along or upon any street or highway within the limits of the town at a greater speed than:
      (1)   Twenty-five mph in any business district of the town;
      (2)   Twenty-five mph in any residential district of the town;
      (3)   Twenty mph in the school district of the town; or
      (4)   Fifteen mph in any alley or park within the town.
   (C)   Decreasing speed limits at various intersections. If it is determined upon the basis of an engineering and traffic investigation that the speed otherwise permitted under the provisions of this schedule at various street intersections is greater than is reasonable or safe under the conditions found to exist at such intersections, the maximum speed limit within 100 feet upon every designated approach to and within those intersections herein designated shall be as stated within this schedule, which declared speeds shall be effective at the times specified herein when signs are erected upon every approach to every intersection giving notice of the maximum speed limit declared thereat.
   (D)   Special speed limits. The Town Council members are authorized to investigate portions of any town street in the proximity of schools, churches, auditoriums, civic centers, kindergartens, theaters, and any other places where large numbers of persons gather. If the Board determines that, within any part of any street, large numbers of pedestrians walk on or across the same and are exposed to serious traffic hazards by any vehicle operated in the street at usual speeds, the Board, by order, or the police in any temporary emergency, may declare and establish a special speed limit at such places.
   (E)   Signs to be erected. The Council members shall erect appropriate signs on each of the streets in divisions (A) through (D) above, giving notice of the speed limits fixed and determined by this schedule.
   (F)   Penalty.
      (1)   Any person violating any provision of this schedule for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
      (2)   Any person who violates any part of division (B) above and is so cited by the Town Marshal, Deputy, or other officer may be assessed a fine of $50, in addition to any court costs or fees assessed and/or collected by the County Clerk’s office.
      (3)   Any person who contests the citation at trial, hearing, or other contested proceeding, shall be subject to an additional fine and fee of $250 based upon increased administrative costs and attorney fees, if that person is determined by a judge, jury, or applicable trier-of-fact to have violated division (B) above.
