(a) Members; Term. There is hereby established a Fire and Emergency Medical Services Advisory Board to be composed of nine members appointed by Council for terms of one or two years as Council shall determine and specify at the time of making such appointments, each term commencing on January 1, 1994. At least three members shall be appointed by the City upon recommendation of Sharon Township and at least one member shall be appointed by the City upon recommendation of the Village of Riverlea. Members shall serve for a full term, except when appointed to fill a vacancy, in which case such members shall serve for the unexpired term. All members shall serve without pay.
The representatives shall not be appointed from specific organizations or groups; however, Council shall endeavor to appoint persons representative of all areas of the delivery of quality fire and emergency medical services within the area that the Division of Fire and Emergency Medical Services will serve upon its transfer to the City.
(b) Organization. The Advisory Board shall organize annually in January and elect a chairperson, vice-chairperson and secretary.
(c) Advisory Capacity Only. The Advisory Board shall act solely in an advisory capacity to Council and all reports and proposals shall be made to Council.
(d) Departmental Assistance. The Advisory Board may call upon the City Manager and, through the City Manager, any department of the City to render such assistance to the Advisory Board as may reasonably be required.
(e) Duties. The Advisory Board shall perform the following duties:
(1) Study and report to Council problems and needs regarding fire and emergency medical services, including but not limited to, personal needs, maintenance, and operating budgetary needs.
(2) Advise Council concerning rules, regulations and policies for the operation of the Division of Fire and Emergency Medical Services.
(3) Perform such other duties as shall be directed by Council.
(f) Meetings and Minutes. The Advisory Board shall meet not less than bimonthly and all such meetings shall be public. Minutes of all meetings shall be kept and forwarded to Council. The Advisory Board shall make its own rules and procedures.
