151.03 PARKS AND RECREATION COMMISSION.
   (a)   Members; Term. There is hereby established a Parks & Recreation Commission to be composed of nine voting members including two students who are residents of the City of Worthington and are enrolled as juniors in high school at the time of their appointment or who are in an equivalent grade in a district-approved home school program. All members of the Parks and Recreation Commission shall be appointed by Worthington City Council for terms of one to two years as Council shall determine and specify at the time of making such appointment, each term commencing on January 1.    (b)   Organization. The Parks and Recreation Commission shall organize annually in January and elect a chairman, vice chairman and secretary.
 
   (c)   Advisory Capacity Only. The Parks and Recreation Commission shall act solely in an advisory capacity to Council and all reports and proposals shall be made to Council.
 
   (d)   Departmental Assistance. The Parks and Recreation Commission may call upon the City Manager and, through the City Manager, any department of the City to render such assistance to the Commission as may reasonably be required.
 
   (e)   Duties. The Parks and Recreation Commission shall perform the following duties:
      (1)   Study and report to Council the problems and needs of the Municipality regarding parks and recreation facilities, including, but not limited to, personnel needs, maintenance and operating budgetary needs.
      (2)   Recommend to Council for its approval a master plan for the development of parks and recreation facilities, including, but not limited to, capital budgetary needs and recommended priorities, and submit annual or more frequent, revisions of such master plan thereafter.
      (3)   Advise Council concerning acquisition of property for parks and recreation purposes, including recommended methods for financing such acquisition.
      (4)   Advise Council concerning rules, regulations and policies for operation and use of parks and recreation facilities.
      (5)   Advise Council concerning parks, recreation and cultural programs for the City.
      (6)   Perform such other duties as shall be directed by Council.
 
   (f)   Meetings, Minutes, Annual Report. The Parks and Recreation Commission shall meet not less than once each month and all such meetings shall be public. Minutes of all meetings shall be kept and forwarded to Council, and an annual report covering the Commission’s activities shall be prepared by the Commission and furnished to Council in December of each year. The Commission shall make its own rules of procedures.
