Whenever a person is reinstated under the provisions of the personnel ordinance, his salary shall be fixed by the City Manager within available appropriations, at a step rate in the pay range applicable to the position to which he has been reinstated, but in no case shall his salary immediately after reinstatement be less than that received by him before he was granted leave, laid off or otherwise separated from the service.
