All increases in salary for persons in the classified service of the City shall be made only upon recommendation of the division or department head to the City Manager and then only if funds are lawfully available. Merit shall be the primary basis for advancement in salary although seniority shall also be considered. Such advancement shall normally be for only one step in the same range.
