All appointments to positions in the classified service of the City shall normally be made at the salary fixed in the lowest step of the appropriate range. The City Manager may, however, authorize an appointment at a higher step whenever the Personnel Director certifies to him that the City is unable to recruit satisfactory employees at the lowest step, or when, on certification, the Personnel Director recommends a higher step due to the training and experience of the eligible candidate, provided funds are lawfully available.
