139.21 SEPARATION; REINSTATEMENT AFTER DISMISSAL.
   The tenure of every employee is conditioned upon good behavior and the satisfactory performance of duties. Any employee may be permanently separated by resignation or dismissal. The resignation of any employee other than the City Manager shall become effective on acceptance by the City Manager, or if an effective date is stated in the resignation, then on such date. Dismissals shall become effective on the date specified in the order of removal. If an employee is reinstated after dismissal, hearing by a Personnel Board of Appeals, and approval of the report of the Board by Council, he shall be paid his regular compensation for the period following his removal until his restoration to duty.
