The Personnel Director shall prepare, in consultation with the City Manager, such rules as may be deemed desirable to carry out the provisions of the Charter and of this chapter relative to personnel matters. Such rules shall be reported to Council and unless amended or disapproved by resolution of Council within thirty days after such report, shall become effective. Amendments and supplements to the rules shall be made in the same manner.
